Simplicity 2428 Vintage Sewing Pattern - 1940's Misses One-Piece Party Dress. 

The dart fitted bodice is styled with a low, rounded neckline gathered in front.  Puffed sleeves are featured.  The full circular skirt joins the bodice in a shaped front seam below natural waistline.  In style 2, lace edging enhances the skirt and lower edge of the sleeve.
